Ten specialized governance committees with Persian heritage names, each managing a domain like security, treasury, health, and culture.

The Ten Committees (ده کمیته)

Pars Protocol is governed through ten specialized Committees, each with a Persian heritage name and domain expertise. Committees operate as semi-autonomous divisions with dedicated treasury allocations, identity tokens, and governance power over their respective domains.

Fund Source Rules

Each Committee/Sub-DAO has two types of funds with different recall rules:

If a Committee goes rogue:

Governance Power Formula

Committee voting power is determined by veASHA holdings:

veASHA = ASHA_amount × (lock_duration / max_lock_duration)

Commitment4-year max lock demonstrates long-term alignment

veASHA is the sole governance token. CYRUS, MIGA, and PARS are bondable collateral for acquiring ASHA at a discount, not governance tokens themselves.

Committee Elections

Committee leads are elected by veASHA holders:

  • Term Length: 6 months
  • Election Cycle: Staggered (5 committees every quarter)
  • Removal: Any lead can be removed by governance vote
  • Succession: Deputy lead assumes role if lead is removed

Treasury Allocation

Each Committee has a dedicated Safe vault and receives:

  • 1% baseline allocation from protocol fees (guaranteed)
  • Additional gauge-directed allocation via veASHA voting (PIP-7003, PIP-7004)
  • Can issue bonds to acquire additional funding from community

Note: The remaining 90% of protocol fees flows to the GaugeController for vePARS-weighted distribution (see PIP-7003, PIP-7004).

Cross-Committee Coordination

Committees coordinate through:

  • Council Resolutions: Major decisions require full Council vote
  • Committee Liaisons: Each Committee designates a cross-Committee representative
  • Quarterly Summits: All Committee leads meet via Town Hall (PIP-7001)
  • Shared Infrastructure: Common tooling managed by SAZ Committee
